See the upstream discussion on this on the systemd list. Not everyone will like to use this by default as it does take a lot longer to enter the suspend state which might not be favoured by everyone, especially those with rotating media and a lot of working RAM. So options are essential here, but I agree, that this should be a configurable option for those that want it.
