Because it's designed to be as small as possible, only containing
enough to get a network install going.
With all the stuff needed to do what you want, _thats_ what the
dual iso is built for (or livecds for that matter).

As you may have noticed not ALL 3G-modems& Wifi-cards can't be used in
the boot-iso. How do you plan on solving that?
I dont. It's out of the scope of the boot.iso
