I did some looking around, and it looks like it's part of the EXIF
spec. It's discussed in part on these sites:
http://netzreport.googlepages.com/hidden_data_in_jpeg_files.html
http://www.hutta.com/thumbs/
http://www.sno.phy.queensu.ca/~phil/exiftool/writing.html (look under
"The Preview Image Problem")
It is (of course) discussed in more depth in the documentation:

I'm not certain about this, but I suspect when you view it in

I'm not sure how mac does it- I know it used to be done with the
resource
fork, I believe, but I'm not sure how that's handled now.
This is made more complicated because some formats (PSD for
example) DO
support an internal "preview" image, and most don't.

Subject: [magick-users] Adding an image preview to the profile
I'm working with some large files (14400x14400px) and I would like to
add preview data to the files. Example: I view the image's icon in my
OS (Mac or Win), and the OS helpfully attempts to generate a preview
icon (this takes a while).
How can I use ImageMagick to embed a preview image in the file so the
OS wastes less time? I'm fairly sure I've seen something like this
done before (like with digital camera pics). What's the best way to
do this to PNG, TIFF, and JPEG files?
Thanks,
Seth
