For JPEG's you can use 'jhead' to add,modify,extract,delete the 
thumbnail image from the EXIF profile.

For the TIFF and PNGs....I think your going to have to play with the 
exif bits a little more.

You might also want to check out 'exiftool'  I think you can write 
thumbnail images with that to JPEGs and TIFFs.  Don't know about PNGs.  
I just tried with a PNG and it seemed to work.  The GIMP saw a 
thumbnail in the new image, but not in the original.

exiftool '-ThumbnailImage<=thumb.jpg' dst.jpg
