I have just discovered that I had two installations of ImageMagick on my debian server - one 6.0.6, the other 6.3.3, and it was the 6.0.6 version which ran by default. Therefore when I said that I was getting the same error as you on a 6.3.3 system, I was telling porky pies, it was on 6.0.6.
I have now removed 6.0.6 and re-tested the command on 6.3.3 and it worked first time. So perhaps this is a problem that was fixed after 6.2.8? Chris.
