It was... and was called... montage!!!!
The ability to handle multiple operations in a single convert command
without problems was introduced in IM v6.

The framing method used by montage however has never been incorperated
into "convert", which would actually be a useful addition...
You are welcome to suggest that it's captioning technique be incorperated!
Or re-create it using convert options.
However -polaroid also can do captioned images, but with a lot of other
'fluff' like borders, shadows and 'photo curl'
If you feel up to it, you could even program it into the library
yourself.
I myself am in the middle of adding a -sparse-color operation which
generates gradients from sets of sparsely separated points (sort of
freeform color interpolation, based on my work on -distort).
The more programmers, we have the more things will be mad available!
