Yes, that's precisely what I did.  I removed all previous versions.  I
used the default folder, which contains the version info.  I will try
uninstalling and deleting the path info and the folders in Program
Files.  Thanks for the idea!

Other commands, like imdisplay, work fine.  It's just the convert
command that is problematic.

I suspect that you haven't completely removed all vestiges of the
previous version. One thing that might be causing trouble is that the
standard windows PATH environment variable may still point to the old
version.
The best way to install a new version is first to use "Add or Remove
Programs" in the Control Panel to get rid of the old version and then do
the install. I always install to a brand new directory (containing the
IM version as part of the name), rather than re-using the old one, so
that if there are any problems with paths or confusion over which DLL is
being loaded they are usually easy to figure out.
