I went to the environment variables in Control Panel | System and saw that the path was wrong in the local PATH variable. The System PATH variable looked correct, but I moved it from the end to the beginning of the list of paths. Does another set of environment variables exist? You mentioned ImageMagick environment variables.
I entered the absolute path in quotes at the command line and it worked fine. Perhaps getting the environment variables correct is all I need now.
