Attached is a revised patch which walks the directory tree in .refs/heads to
"fake" the old behavior of "git branch -a".

In the previous email I referred to the branches with "->" as "tracking
branches", but technically they're "symbolic refs". I think they should be
handled differently, but I think this is a good start. Symbolic refs are
regular files which start "ref: refs/".
