An easy fix would be to add to the help description (it's the same for
site and institutions I think) that the page needs to be refreshed for
the change to take effect.

Changing navigation style doesn't apply immediately

Bug description:
When drop-down navigation is turned on or off in Administration ->
Configure site -> Site options, pressing "Update site options" doesn't
update the navigation style - the user must refresh the page or
navigate to a different page before the navigation style actually
changes. This was quite confusing when I first tried turning drop-down
navigation on ...
Tested latest master in Firefox 26 and Chromium 31 on Ubuntu
