I have a similar problem. With Mahara 1.8.1 in page creation or modification (.../view/blocks.php) there are radio buttons left of each possible blocks. When selecting one block in the left pane and then pressing one of many «Add a block here» in the right pane nothing happens except for a message stating that the theme have been updated!
