Thanks for looking at this, Aaron. We are transitioning from an onsite instance 
of Mahara to a hosted instance. Both are running the same version (15.04.1) and 
both have anonymous commenting enabled but I see now that I can only reproduce 
this on our onsite instance, not on our new test environment. I'll take a look 
and see if there are any other setting differences that may be causing 
different behaviour.

  Feedback enabled on a public page causes rich text editor to launch

Bug description:
  
  When feedback is enabled on a public page and user is not logged in, the rich 
text editor is launched in the top left area of the page. See attached. Happens 
consistently in IE, Chrome, and FF

  This is not the case if you are logged in.

  (Mahara v. 15.04)
