Regression with block picker - post bootstrap merge

Bug description:
There are a few problems with the block picker:
1) If I add a comment block - then try to add another one - I can't
click on a block (accessibility way) to add one anymore
2) If I click to add a block and then choose cancel from the
'addblock' form I can't add another block via click
3) If I add a block to a page via click then add another one the
addblock page cell layout keeps gaining cells
All related to the same problem - that the 'addblock' div needs to get
a class 'closed' on it.
