I couldn't replicate this issue. Can you provide some replication
instructions?
Here's what I tried:
1. Edit my dashboard page
2. Put a text block on it
3. In the text block's tinymce, hit the tinymce "fullscreen" button
4. Click the tinymce image button
Expected result: I can see the image browser and use it
It worked fine for me. I was testing it on Firefox.

This bug is slightly different to bug #1494834
The problem here is the z-index is not high enough for the image
browser popup - it pops up behind the full screen tinymce.
