Had a chat with Robert. This bug does not occur when TinyMCE is in a
block config modal, but it does occur with other TinyMCE's. Here's the
updated testing instructions:
1. Create a page
2. In the page description TinyMCE, click the fullscreen button
3. Then click the TinyMCE image button
Expected result: image browser shows up
Actual result: image browser does not show up until you exit TinyMCE fullscreen.

This bug is slightly different to bug #1494834
The problem here is the z-index is not high enough for the image
browser popup - it pops up behind the full screen tinymce.
