This is a regression. When you select to "Moderate comments" on the "Edit access" page, you are supposed to see two columns in which you can select for whom the moderation shall apply. See http://manual.mahara.org/en/15.04/portfolio/share.html#choose-advanced- options in particular http://manual.mahara.org/en/15.04/_images/share_access_comments.png These columns are not available anymore in Mahara 15.10 and probably got lost during the conversion of this screen.
