Remove obsolete "smarty" directories in dataroot

Bug description:
Under the $CFG->dataroot directory, Mahara creates "dwoo" and "smarty"
directories for cacheing compiled templates. But the Smarty one hasn't
been used since we switched from Smarty to Dwoo in 1.2. We just never
got around to removing the Smarty dir because it didn't hurt anything
to have it there.
