Theme improvements to work better with skins

Bug description:
When a site uses skins, the themes do not always work well with the
skins and custom footers are hard to implement (esp. when they want to
be docked to the bottom of the screen and fill the rest of the page
when it is only very short; see attachment). The idea is to:
1. Have a proper footer on each theme that is not overwritten by the skin
background or the skin colors. Such a footer would then also allow for a big
footer that stretches from the bottom on a short page.
2. Add a background color to the footer in every theme to match the theme and
ensure that the skin background color / image is only applied to the middle
section of the page (between header and footer).
