Textbox title cannot be edited when added by click instead of drag

Bug description:
Hi,
I've discovered that if you add a textbox by clicking (to bring up the
placement selector) rather than by dragging the artefact onto the page, the
title of the block cannot be edited - althought the testbox itself can be. The
only way to change the title of 'Text Box' is to save the changes to the entire
page, then return to edit the page again.
Found on Mahara 1.9.2testing - don't know if this affects earlier
versions.
