Hi Fiona, A page needs to be put on the watchlist automatically and that doesn't happen if the page wasn't even shared with someone. Could you replicate the issue with another user who also had the page copied into their portfolio automatically?
We don't keep the record of when a page had been shared with someone in the past. The only explanation I can think of that the page had been shared earlier with the person who is not in the institution and that they then put the page onto their watchlist. Typically, people do not clear out their notifications from their Mahara inbox. It would be good to check if there is a new page access notification for that page.
