Behat: fix click on the locator/selector step

Bug description:
The new step merged with https://reviews.mahara.org/#/c/8553/ doesn't
allow a selectortype (e.g. css/xpath) to be passed in with the
locator, but assumes that the selector will be css. This needs to be
fixed to make it more configurable.
