Behat: Create new script for adding content via tags

Bug description:
Create behat script to include test for creating portfolio page
content with "Create via tags" field. The script would facilitate
setting up the background and prevent multiple steps in the scenario
itself.
Feature file to create: create_content_via_tags.feature
Beneficial for bug #1781278 for example.
