Apache v.2.2.15
PHP 7.0.33

After upgrading from 19.04 to 19.10 Mahara requires old layout to be converted 
into new one. Everything goes well for most users, but one of them reported an 
issue - unable to edit blocks. When clicking on gear icon of any block user 
gets [[success.configureblockinstance/view]] message in a green bar and that's 
it. Also, it's impossible to add new blocks - when clicking on + icon nothing 
happens.
