Hi Victor and Dylan,

If your page has an empty row (no blocks) in old layout, we have found a bug
when translating to the new layout.
If that's the case, please try this patch https://reviews.mahara.org/#/c/10677/
and let us know if that resolves it.

There is more information about it in the bug report
https://bugs.launchpad.net/mahara/+bug/1856506

Title:
Unable to edit blocks after 19.04 -> 19.10 upgrade

Status in Mahara:
  New

Bug description:
  Mahara v.19.10
  CentOS Linux 6.10
  MySQL v.5.7.29
  Apache v.2.2.15
  PHP 7.0.33

After upgrading from 19.04 to 19.10 Mahara requires old layout to be
converted into new one. Everything goes well for most users, but one of them
reported an issue - unable to edit blocks. When clicking on gear icon of any
block user gets [[success.configureblockinstance/view]] message in a green bar
and that's it. Also, it's impossible to add new blocks - when clicking on +
icon nothing happens.
  See attached gif.
