Tested in Maroon theme w/ Firefox, MySQL8, PHP 7.4, on master
When logged out, hovering over Create, Share, Engage links makes them
change colour, appearing as if they are active links/buttons, when they
are not.
Desired outcome:
- Colour doesn't change when hovering over inactive links/buttons
