The class is doubled up and that's why it's appearing. Evonne will
target something different for the homepage.
Evonne is going to remove the hover state from the homepage but keep it
on the dashboard.
This will need to be tested in every theme as she can't just make the
fix in 'Raw', but it needs to go into every theme.

Bug description:
Tested in Maroon theme w/ Firefox, MySQL8, PHP 7.4, on master
When logged out, hovering over Create, Share, Engage links makes them
change colour, appearing as if they are active links/buttons, when
they are not.
Desired outcome:
- Colour doesn't change when hovering over inactive links/buttons
