@kris-hoeppner Do I miss a reason or does themes in mahara belongs to ALL institutions and so there is no reason why not to pick a theme in an isolated institution?

On https://demo.mahara.org theme setting is also missing but I do not know if "Authors can choose page themes" is activated.
