The current behaviour of admin & group searches is to take the search terms and combine them with OR, with the one exception that two terms in a quoted phrase are interpreted as a search for "firstname lastname". We should change them to be the same as the new general user search: search terms are combined with AND; quoted phrases can search for multiple words together inside a single field ("van Gogh"); and the search respects the "exact user searches" checkbox in the internal search plugin config.
