The user doc (manual) is in LaTeX. The soruces use Doxygen so in principle it should be possible to generate the docs for the programmers (and we have some doxygen config files for this) but I'm unsure of the quality of the result. Finally, I put some stuff in plain text in doc/tech to describe some things I thought were imoprtant.
