You should be able to import it if you modify it slightly (basicly append a few commas). To understand the format expected by the CSV importer simply export an address from Netscape address book as text -- you should be then able to import it in Mahogany. I wanted to make the format configurable (there is an entry for this in the bug tracker) for a long time but unfortunately never had time to do it...
