 The menu shown is there is shared with the one shown when you right click
the attachment so yes, this would be a good place, but only indirectly.

 No but C++ is sufficiently close to Java for what needs to be done for
this. BT, I've just seen a library implementing Bayesian filtering on
Freshmeat so maybe it's even as simple as plugging it in the relevant place
in the code (but then maybe not :-)

 It's not difficult, of course, to add such command. Basicly it would just
forward to delete but also do something -- where the something is up to you
(== implementor of the filter). The main problem is going to be the same as
usual: find an icon for the toolbar button for this command...
