hogany should recognize it as part of Url, but no, it's not standard.
Url
 is meant to be easily transcribable on any medium. If it contains ISO-8859
-1
character, it cannot be written in text document that is in ISO-8859-2
 encoding.
It is not good when you cannot write down Url.
