I don't know how to do this for an arbitrary Windows browser though. If you're prepared to always open URLs in background, it should be already possible: just enter "f:\ull\path\to\firefox.exe -noraise" in the first field of the "Helpers" preferences page. If you want to be able to select whether the URL should be opened in foreground or background in the context menu, this would require some work but still shouldn't be difficult, let me know (e.g. by filing a bug report) if you need this.
