 Maybe, but it's so much easier to just always use UTF-8 that I simply do
it -- why not?

 Notice that the message will still be _sent_ in the sender's encoding (if
possible, otherwise you will be asked to confirm its conversion to UTF-8),
whatever encoding you use in Vim.
