Ahh, I think I see.
Currently, the encoding of the file passed to Vim will 
always be UTF-8?  Is that correct?  That will work fine.

So the rule is, if I understand is something like:
senders encoding converted to UTF-8 when external editor called
(or maybe always),
and UTF-8 converted to senders encoding when message sent.
Is that about right?
