I know on Android you can disable background data so that apps only use it
when they are open in the foreground. On my phone I can even specify which
apps to do that for.

And on rooted phones you can even use iptables to allow connection for
individual apps based on profiles (data/wifi/roaming/vpn). I was using that
before and it worked really well.
