i am not quite sure how it works in fedora. there is no need to run 
named to resolve dns. couple of reachable dns server ips in the 
resolv.conf are all that is required. however if you require dns caching 
try dnsmasq instead of bind. it is very simple to configure very 
lightweight when compared to bind.

did you check whether your resolv.conf is getting modified once you 
establish a connection ? if it is not  you can specify the dns server 
ips there till you find a more elegant solution.

which is the dialup connection you are using ?
