There are companies with proper funding doing R & D in Free Software.
Red Hat, IBM, Suse etc

We have competition inside Free Software itself, see gnome and kde for example.

It is just that gimp was late into the game and we couldn't match the
resources adobe has at its disposal. But even with that gimp has come
a long way closer to photoshop.
