Public bug reported:
Many of Mailman's web pages are built from templates that include a
<HEAD> section and can be easily customized.
Other pages are internally generated and are not easily customized. In
order to make customization of these pages simpler, a new WEB_HEAD_ADD
configuration variable is being added to allow specification of text to
be added to the <HEAD> section of Mailman's internally generated pages.
