Or the Cheeseshop. At least the /intent/ is that third party packages/ eggs could be installed that provide entry points for the plugins that Mailman defines. If that doesn't work in practice then we need to bug the distutils folks or find another solution. I really want to encourage a rich ecosystem of add-ons that don't need to be officially supported or even acknowledged by the core team.
