Okay, I will try to think about an appropriate way to handle this issue.
You said that you run that kind of list where post-throttling will be
welcomed. I had a query, would you, as a list admin, want few people,
decided by you, to bypass this post-throttling mechanism?
Personally, I wouldn't want to specify a list of people to bypass the
throttling, as that would be seen as taking sides, but I could imagine
some list admins seeing it as useful.
On the other hand, I could see a use for putting selected people on
throttling, with everyone else by default off (as an alternative to
putting someone on moderation).
The one address that I wouldn't want throttled would be my "official"
address as list-admin, but it wouldn't have enough posts on it to
trigger the limits anyway.
