The sending of password reminders depends on three things. 1) password reminders are sent by Mailman's cron/mailpasswds job. If this is not run preiodically by cron in the installation, password reminders will not be sent for any list. 2) The list setting on General options controls the sending of reminders for that list. The user's option for MIME or plain digests should be set according to the lists Digest options -> mime_is_default_digest setting when the user first subscribes. Subsequent changes to mime_is_default_digest will not affect existing users. Also, this setting for a user is only meaningful if the user is receiving digests. If you are saying that a newly subscribed user gets set to MIME digests regardless of the setting for mime_is_default_digest at the time of subscription, perhaps this is some local modification of your particular hosted Mailman.
