I don't suppose settings.py is the problem. Is there a place to change that
path somewhere?
There is no need to change that path. Django is getting it correctly per
your reply about
mailman-web diffsettings|grep DATABASES
You could
sudo chown mailman:mailman /etc/mailman3/settings.py
but it's world readable so that isn't needed.
I wonder if it would be easier to blow the whole thing away and start over.
