While doing some tests I subscribed to a mailinglist by sending an email to
<list>-join@<domain>

Mailman correctly emailed the confirmation request, and the mail was
accepted by my ISP.

For some reason the confirmation mail did not arrive in my mailbox nor in my
spam folder, it seems to have been silently dropped.

This is a problem, but we can't help with that. Only your ISP knows why it dropped it.

A day later, I again sent a subscription request to <list>-join@<domain>,
and I received a mail from <list>-bounces@<domain> with subject "The results
of your email commands" saying that I have a pending subscription for that
mailinglist.

However, no confirmation link is included, nor instructions to visit the
website to confirm the subscription.

Am I missing something in the configuration?

No. The original request is pending and needs to be confirmed or discarded or time out.

If you are a list admin you can go to Subscription requests -> Pending Confirmation and discard the pending request.

The time out is configured as pending_request_life with a default of 3 days.

I would expect that a confirmation request is mailed again to the
subscriber. Most subscribers don't use the web interface to manage their
subscriptions.

I see your concern. Currently the frustrated subscriber whose original confirmation request is lost has to contact the list owner and may not even understand that need.

You could submit an RFE at <https://gitlab.com/mailman/mailman/-/issues/new> to request that the pending request response include the confirmation link.
