"Bad" means "are you sure this is an email message?" or maybe in your case "it doesn't seem to be addressed to a list". It is not intended to be unshunted; unshunt ignores the bad queue entirely. If you want to try to unshunt is, you could "cp $psv ../shunt/$pck", then run unshunt. But most likely it ends up in 'bad' again, unless you deleted that list without telling your MTA.
