That's certainly true enough.

 find out their IP ranges and check them *before* signing up.

To the degree that this is possible, yes. One useful criteria in choosing a hosting provider would be whether or not they have signed up for the feedback loop service from AOL, and can give you a summary of recent reports.

 recommend that anyone with a dedicated server sign up for the feedback
 loop as well.

Unfortunately, that's only something you can do after-the-fact, at which point it may be too late.
