Anyone who can run the newlist command as the mailman user (or root) can use it to create a list, and can do pretty much anything else to mailman, but this is a pretty tight restriction, at least on most machines. Not so for web access, thus the list create page requires a password - List creator's (authentication) password: (the last entry on the form).
