If you follow the "create a new mailing list" link from <http://localhost/cgi-bin/mailman/admin>, it should take you to a form at <http://localhost/cgi-bin/mailman/create>. When you submit that form, you must specify your installation's list creator password in the last field on the form. This password is set by Mailman's bin/mmsitepass.
