Beginning in Mailman 2.1.10, removal of incoming DKIM headers is
controlled by an mm_cfg.py setting REMOVE_DKIM_HEADERS which defaults to No.

Use Mailman 2.1.10+ and ensure msg_header, msg_footer and subject_prefix
are empty.
