It is still true for current Mailman 2.1.x.

As of 2.1.13, Mailman no longer re-folds headers in message sub-parts in
order to fix <https://bugs.launchpad.net/mailman/+bug/265967>, but the
outer message headers may still be re-folded to conform to RFC length
recommendations.
